Maine and Missouri Advance Bans on AI Therapy Chatbots

Two US states moved forward with legislation to ban AI chatbots from providing therapy services. Maine sent its bill to the governor on April 10, 2026. Missouri is advancing a similar measure through an omnibus health care bill.

Maine's Approach

Maine's LD 2082 would prohibit the clinical use of AI in mental health therapy. The bill still allows AI in purely administrative roles such as scheduling, billing, and record keeping. The bill now awaits the governor's signature.

Missouri's Approach

Missouri's HB 2372 covers therapy services, psychotherapy services, and mental health diagnoses. It includes a $10,000 penalty for first violations, enforced by the state Attorney General.

The Key Distinction

Both bills draw a line between clinical treatment and administrative support. AI can handle paperwork and logistics. AI cannot replace a licensed therapist in providing clinical care or making diagnoses.

Why It Matters

These bills reflect growing concern about AI companies offering therapy-like services without the oversight that applies to licensed mental health professionals. The state-level approach means companies will face a patchwork of rules across the US. If more states follow Maine and Missouri, AI therapy companies may need to fundamentally change how they position their products.
